I dealt with a similar issue and it was the ground for the TPS. Check the yellow grounding block above the oil tank.

Experienced the same issue last year and it was the solenoid. Easy and cheap to replace once you know it's the issue.

Had the same issue with my phazer and was also a fried ground for the tps. May want to check the tps with a multi meter if ground is good.

It ended up being a fried ground in the yellow grounding block. Grounded the connection straight to the battery and were up and running.

Check under the headlight cover, there is foam liming on the top, at least there is on my 08.

Problem solved! After checking all the connections I found that connection to the starter solenoid was heavily corroded. Cleaned her up and code 11 was resolved. Bring on the snow!
