    Cant you rap a rope around the primary clutch and pull start it.I have done this on a 2 stroke but haven't tried this on a 4 stroke but i am pretty sure it will work.

    Looks like the tool bag was mounted to the front up by the a arms because i see a strap there.I checked the zip pocket in the rear seat .No tools inside but it definitely is good spot to put some in there.
