These engine on cold start NEED RPM to fire. try boosting it and see if it fires up right away after cycling the fuel pump 3 times....if you can get the RPM close to 500 it will...

    broken phazer

I would have to agree with the others that suggested take it to another shop. The other thing it could be that would make the engine turn over slow, IF they have check the starter and Battery, is the decompressor is not functioning correctly. I may be hanging up on the pins.

You are correct low battery voltage can cause this. That is where I would start...test your battery. If battery tests okay make sure your charging system is working.

Even with the shim and belt kit installed on some Phazers that we have had go through the shop this season some still had a issue with going into reverse. What we have found is that by adjusting the drive chain tension it has cured ALL of the units that would still not go into reverse even after...

    09 Phazer oil pumps

The oil pump Part Number is the same from 07 to 09 which is 8GC-13300-00-00 so I am thinking that there is not a reason for concern as there are some 07's with LOTS of miles on them. If they had a problem with the pump it would have been updated and thus the part number would have changed. So...
