So a few things pop into mind, a couple already mentioned. The single wires going to your throttle switch in a steady-state should have an open when you test continuity. If you press the throttle the switch should close and continuity would be achieved. So starting should always have an open...
I had a problem with a non OEM pickup coil where the wire leads into the connector were swapped by manufacturer. I used a brad nail to remove the leads from the connector and swap their positions. FIRED right up. On my 05 Rs venture you couldn't adjust the gap.
