DO NOT thread in the dip stick when checking the oil level. If you do then it will appear that you have plenty of oil when actually you are close to being low when it is checked properly.

Are you using a synthetic oil?
If so, change to a conventional oil in 5W-30 or 10W-30. Do NOT use oil additives like Slick 50, Lucas, etc... because they will destroy your starter clutch quickly.
Your fuel mileage sounds about right, 120km (75 miles) to half a tank (5 gallons) is about 15mpg for us English folks (assuming you have a 10 gallon tank).
How do the spark plugs looks, are they dark black? wet? fouled?

It should only be limiting the rpms to about 3500rpms or just below the clutch engagement. You could try and bypass the system temporarily to see if that is the problem but it sounds like a different electrical gremlin.
Sorry but I got a headache half way through reading that horrible run-on sentence. I assume (living in Maine) that English is your first language, if so then try and put a little effort into your post if you want help.

I got 4" of High Density foam from Jo-Ann Fabrics. It's a hobby-type general foam sold in blocks 2", 3" or 4" thick and cut to size. Price was per sq. ft.
