I believe it was an EPA requirement and had something to do with fuel vapors going into the atmosphere from the gas tank.

The information I have from the 2012 Yamaha Technical Updates are 1) To accommodate EPS motor and minimize loss of fuel capacity, 2) Capacity reduced by 1 liter.

also the tanks had to be changed because of EPA

Intresting re: EPA and vapors.
I smell more fumes at a self serve gas station during auto fill-up than I ever have with my Yamahas.

Tanks were made thicker in 2008 using the same mold as earlier models. A substantial reduction in fuel capacity resulted from the extra plastic.
