adjusting timing on fixed stator

Machine: 2008 Big Bear 250

Problem: When starting engine backfires, blows carb off. Timing is 70 degrees too advanced.

The stator and pickup are fixed so there is no adjusting it. The crank isn't spinning, the CDI box, fly wheel, and stator were replaced. Everything is testing within spec and the wiring has been gone through numerous times.

Anyone have a clue what stupid little step, what minor thing that I am skipping?
 

have you looked for an offset timing key to retard the timing? is it the right flywheel as per yamaha?
