Adjusting toe out help?

im having problems getting this set have sled sitting flat on the ground with handlebars straight measure across rear mount bolts get 43" measure across front bolts get 43" with a bungee cord on ski tips. When I try adjusting tie rods I can only adjust toe in I can't get any toe out adjustment in the tie rod ??? Any tips or help is greatly appreciated

Follow that rod over to the middle of sled. Take rubber boot off (plastic rivets) and you will see the other end of tie rod. Loosen nut > should be able to turn rod either direction. When tightening nuts maybe blue lock tight it
