Attaching a saddle bag

[Northbound]

Does anyone know how the front straps of this saddle bag attach to the sled? The back straps had buckles attached but the fronts didn't? Are the the front straps suppost to have buckles and if so do you remove the seat and connect them? Bought that bag used and can't figure it out. Thanks in advance
