Chaincase seal leak @ brake rotor what is the deal here??

Fighting with this seal leaking. New seal and oring factory parts (new bearings as well which is how this all started). I assume the collar with the set screw is used to press the oring against the inner bearing race to seal that part... After a 30 minute ride the seal is trying to walk out and its crooked.. i even installed a sealed bearing and that doesnt stop this leak. this isnt rocket science so whats the deal.

The seal goes in first and the collar with set screw goes in next. Sounds like you have them reversed?
