gauges won't work

i have a 06 apex and the gauges won't work. they come on for a second or two then go back out. they will come back on again then out, no pattern just on and off but mostly off. the headlights and taillights work fine. i did try switching the relays around by my left foot but that didn't help. when they do come on i don't see any error codes .
i have disconnected the gauge pod and retried it with no change. i also have wiggled and pulled and moved all wires around to see if something might be shorting out but still can't find anything.
any ideas?

The speedo and headlight harness is a small section that sells for about $35. Check the plugs in the rubber boot on top of the plugs. Take the harness out and check continuity of the wires with a multi meter. Has the harness been modified - say to mount the speedo on the bars?
