If you can't blow thru then it is blocked. Coolant needs to flow thru it. You could try some Rad Flush. Pour it in, let it sit and then flush it out.

Put water in it then air from compresser and nothing comes out aluminum actually blows up like balloon from air

Someone sold you a lemon, try filling both ends with some vinegar, let it set for 30 minutes or so, then flush both directions to see if you can dissolve the blockage. Don't try using air you'll just blow it up, minimally invasive is what you need to try, liquid plumber would unstick it, but then it would also straight F the aluminum up.
