Limiter strap question

Cleaned and summerized my sleds over the weekend and finally noted that my limiter strap is set to the 4th hole. Meaning I can see three holes BELOW the bolt. My question is what is the spectrum of adjustment in terms of ride and performance characteristics? Is it easy to change by just compressing the rear down and pulling the strap tighter? I assume if I tighten the stap I am loosing some rear suspension rebound travel?
