Loose clips in headlight

I’m not sure where these are supposed to go. Should I open the headlight case and remove them?

That is really ODD…. Could you just take the BULBS out and fish them out with a magnet or wire ?
 
Those are the shields off of HID lights.
They should be mounted on the top side of your lights.
 
Thanks guys, I will fish them out and re-install them on top side of lights
