Can a guy just plug the hose that is on top of the oil tank that leads to the airbox to prevent oil spillage when carving etc? Or is my only real option the JRE valve (correct name?) that comes with the tether kit.

Can't plug it, it needs to breath. Buy the JRE valve.

Anytime the engine is running there is air pulsing in/out of the breather line. The higher the rpms the greater amount of air flow.
The source of the air flow is from a combination of conditions such as pistons moving up and down, blow by gases and the oil savage pump returning some additional air to the tank along with the oil.
The hose is a large diameter to insure that no pressure or vacuum can build up in the oil tank. Pressure/vacuum build up in the oil tank can alter oil pump savage/pressure flow rate which could cause engine damage under the right conditions.
