Protection Rail Removal

Does any out there have any tips regarding removal of the tunnel protection rail? I have removed the right rail without much of an issue as the rivet heads were all accessible. However, the left rail's rivets are sitting directly below the leftmost header pipe. I can't get a drill in there to removed the rivets. Any tips???

I newer did that at all. Just cut in the rear and broke the front part of from inside. Just use a chisel or a crowbar
