My guess is that person you purchased it from did not remove the clip that would have been attached to the tunnel that's used to secure the tunnel bags. My 08 Apex has a tunnel bag but does not use the same snap buckle as yours but this gives you an idea as to what I'm referring

the other 1/2 of the buckle can be stolen from a back pack or might be found at a craft store. i might have some floating around but it has been eons since i have seen them in my piles of spares/left overs.
Amazon has all the different size buckles that you need. Otherwise do a search for them , they are available. 1'' or 11/2''
