Ripped steering boot

Was wondering if anyone ever replaced the rubber boots in front end that tie rod slides thru. How did you get to the rivets on the inside? The left one looks possible, but the right side looks like a real bear to get at. Any procedures would be appreciated.

die grinder to grind off the heads of the rivets then punch them out.

So I grind from the inside? Then how do I get a rivet gun in there to put the new ones in?

Put them in from the outside.
