Last weekend I was out and the temp was around +5-+12 and my 03 RX-1 was running very sluggish. I thought this wasn't suppossed to happen to 4 strokes? The 2 guys I was with both were riding SRX's and they didn't have this problem. Could it be jetting?

Doubt it, these things don't mind running a little rich. I ran mine last weekend in Muskoka, jetted UP to 137.5 (warm weather wants to go the other way, maybe 132.5 or 130), and it was real snappy. If you have the stock track, the sluggishness is probably due to the track not sticking very well to slush.

Slush - My thoughts exactly. I rode in slush last weekend and when the track would stick, she'd rip. 43* F, ECP's and 165 mains.
