RX Warrior Not Starting

I just rebuilt the carbs on my RX Warrior and when I put everything back together, it won’t start. Started and ran before I rebuilt the carbs. Can someone tell me if the instrument cluster is supposed to come on before you crank the engine. Maybe I have blown a fuse?
 

No, the instrument panel does not come on with just the key. It has a delay built-in. All the power goes to starting the sled, after a few moments the gauge will activate.
 
how long did you crank it? might be flooded now.
