On an 07 apex if you remove the inside rivet will it only affect the low end RPM and not affect top end at all? (weights have 3 rivets, inside, middle and tip) I am hitting about 9500-9700 RPM initially out of the hole and about 10500-10600 on top end. Just looking for a little more RPM on the hole shot. No, they certainly overlap. What you might need to do is add some weight to the middle and/or tip as you take away from the inside.
Since you haven't got a huge amount of clutching experience, I suggest a set of aftermarket adjustable weights, like heavyhitters. These allow you to do all your trial and error adjustments without having to drill out rivets every time.
