Storage

I am a lead in a charity ride this season and I must carry an emergency kit (tow rope, first aid, etc) The kit would have fit in my viper storage/trunk ... for the phazer I don't know what to do with it.

What are you guys using to carry stuff on your sleds?

We have to wear smock/apron like things over our coats so a backpack is out.

I want something small and functional ... any ideas?

How about a windshield bag.

We have a windshield bag on my wifes FX. Accorging to the accessory catalog you need a medium or tall shield to use it. Windshield bag should hold the items you listed. A handlebar bag is available also.
