Boost too high
Take boost controller out and just run hose from turbo to accuator. and it should run 9 psi.
Preload should have been set from us and be at about 1/16"-1/8"to hold waste gate closed.
Too lean means no boost to regulator or pressure set too low

this should take care of the problem, unless you have the adjustment arm tightened or there is something restricting the waste gate from opening. or there is a restriction in the hose the the actuator. and as Ted said a controller is to raise boost above preset settting not lower it.

well I did what I was saying and made the rod longer, my max boost now is 10-11 but my bottom end power is just gone.. not even close to what it was b4. takes like 3-4 seconds for me to build the boost and seems to not even run right down low, even seeing below 10 afr at crusing speed's. before i had allmost instant spool & power. I dont know if this is just the 4-5 boost change or what if so then im going to run 50\50 and turn her up to around what it was. any advise?

Sounds like you could have the wastegate partially open.
When you take the rod off the lever, by removing the clip, how much to you have to pull the rod out of the can to hook up to the lever?
Should be about an 1/8 to 1/4 inch.
The Rich Air fuel does make the turbo Lag worse as anther possible cause.
