torque specs for handle bar riser bolts

had to move handle bars, anyone have torque specs for the four bolts under the handle bar riser?

And after you tighten them and they move then tighten alittle more

I have a built it torque wrench only let's me down 40 percent of the time. I figure once it get to the 50 percent mark I will buy an add on....

I thought I read, maybe Snow Tech, that they wanted those bolts torqued to like 15 ft-lbs. The idea was that the bars would move if you crashed. Have no met anyone who does this though.
