And after you tighten them and they move then tighten alittle more 

I have a built it torque wrench only let's me down 40 percent of the time. I figure once it get to the 50 percent mark I will buy an add on....

I thought I read, maybe Snow Tech, that they wanted those bolts torqued to like 15 ft-lbs. The idea was that the bars would move if you crashed. Have no met anyone who does this though.
