trying to upload pictures

When I try to upload a picture I always get 'cannot upload an empty file' . I have uploaded pictures in the past but I cannot get it to work the last few times I have tried. This includes when replying to an existing topic. Hopefully someone can help.

Photos are to big, reduce to 640x480.
