Will an ECU from a 2012 work in a 2007? Thanks.

At first thought, I would say no because of the new Lo OP (low oil pressure) message in the gauge pod and sensor(s) associated with it. Might be other differences that might not make it compatible with the older sled.

I ask because I just acquired a 2007 VL. I starts but I have to crank it for a long time. Is the cold start mod still available? Thanks again. Anything else I should modify?

You could search eBay or here for one. Anything from a VL/MP/Phazer will work that didn't have that Lo OP thing (not sure when they started that, maybe 2011?). Just make sure it's the part number that ends in -10. Anything 2008+ has the update. The bulletin also called for replacing the decompression springs with the updated ECU but some didn't replace them without any ill effects.
