Not a rumor. It's the law. But there are exceptions and most of it revolves around Grant-in-aid trails.
Grant in aid trails are open from December 1 to April 1. Private land owners need the ability to close gates. And clubs need to have the ability to say no more grooming. Many will do just the opposite if the snow conditions exist. Land owners know they cannot work the fields with 3 feet of snow. And some clubs get enough sponsorship funds to keep grooming as it drives the tourism in the region.
So depending on what you are riding on, trails may be open until you lose the snow. But don't be surprised if you put on 100 miles and come to a closed gate just to have to turn around and head back.
Ditches are always open, especially after this storm coming in right now!!
