This I, personally, disagree with. However, I can see that some people don't have big monitors, etc and 1024x768 might be too big. Of course I have a 19" LCD here at work, and a 17" at home both running 1280x1024, so I'm not one to talk...
For larger pic posts most forums put a "56k no way" warning in the topic title. That lets people know that the page will take a while to load on dial-up.
I was banned from a beagle forum (yes, they have beagle forums...) because I disagreed with the admins on picture sizes. Their limit was 640x4whatever. That's way to small, imho. I argued that 1024x768 is a much better size. They didn't like that.
I use flickr.com for most of my picture hosting. For snapshots, etc, I use picturetrail.

I use Irfran view to resize the picts and post them with imageshack... Irfran view is free download and its easy to use.

Yes, I think under the advanced button you can customize the size by pixel.
