Beuerman Recreational got me fixed up. Got out for the first ride of the season yesterday and no surging at all, so much nicer to roll through a slow speed section without bouncing all over the place.
Funny I was just looking for the same and figured I would look here to see if someone had posted. My old cover was in a poor state when I got it but now is NFG..........

Thanks for your feedback. Made me go for an idea I had before and hadn’t tried and it worked! So that someone else can benefit here is what I did.
Accessed from backside of secondary with right angle needle nose pliers and used then to rotate the back sheeve while I pulled on the belt.
Oh man I am trying but belt is covering the majority of the face which makes it a PITA. The fact that my fingers/hands are very weak certainly doesn't help at all.
Maybe its hanging up more than I thought making it that much harder?
I am looking for a video or “how to” info on how to replace/remove the belt “easily” when you have a closed face secondary like the one on my 2007 Venture.
I have watched videos with a open secondary and working the helix in that case is a piece of cake this… well not so much lll
