It did come with a stock skidplate and the mounting instructions for the plastic skidplate specify, to re-install the stock skidplate and fasten the new skidplate over it. So I suspect it should be there.

If you are talking about the two washers in the second picture are the ones in question, on my 07, the thin washer goes against the back of the secondary, and the fatter washer goes with the dent towards the bearing. So, secondary, thin washer, thick washer, clip, bearing.
