should the belt be above the secondary just a bit, or flush, right now its flush and very tight, my track spins on the sled stand.

I just put on my new gates 40c4313 g force belt, is it smaller then the 8jp belt?? With it just at the top of the secondary, its very tight I can barely spin the secondary by hand, I have a ops belt adjuster too.
