I had the same problem. Penetrating oil works, but it will stink for a ride or two. I could not get mine off until one of my headers broke. Then I had to use a sawzall to cut the header off to get the exhaust off of the sled where I could work on it. Once I put the oil on it I was able to get it...
You are on the right track. Let it out one set of holes to make the strap longer. From here I would only change one thing at a time, whether it be limiter strap or transfer.

You will need to find out what weight rivets you have and see if there are heavier rivets available. Then you will need to drill out your existing rivets and put the heavier ones in.
Is it the Ulmer weights that you list in your signature? If so, you can just
Take off the belt
Take the clutch cover off
You can then get to the weights without removing them.
Add the washers where needed. Need more info to take you any farther.
