The belt is riding low in my 2007 RTX with 2300 miles.(3/8" below edge of secondary).
I purchased new belt from Yamaha, but it it also rides same distance low.
I believe I must remove secondat=ry from shaft, then remove the 3 bolts from the back and add shims onto thebolts, and then retry installing secondary and belt.
Repeat process until it is at specified height.
Is this correct?

yes that is correct. but if you arent letting the secondary slowly come to a stop you'll get a false reading. let it coast to a stop and then check. i usually just take the belt off the primary and lay it over the secondary while on the bench to adjust it

If the belt is low then you have to install shims to let the sheave faces come closer together which in turn will make the belt ride higher. I think that there is something wrong in your clutch, binding or very weak spring. Measure the distance between the sheaves, take the belt off and then measure again to see if it is back shifting all the way.

My manual says if belt is low you have to ADD/washers.
My belt also rides low on my xtx.

I think you have it backwards... removing the shims (washers) would make the bolts longer that hold the sheave faces apart. That would cause the sheaves to be held apart even more. As those bolts wear down and become shorter, it causes the sheaves to get closer together and makes the belt start to squeal at idle. If you remove one of the shims, the bolts go deeper into the clutch and move the sheave faces away from eachother and stops the squealing. Ratman has the opposite problem, so he needs to add washers. At least that is the way I remember it working...
