Can't get bolts out

Ok I give ...06 rage need help getting bolts out. Got the one side off, but can't get the long bolt out of the center.

the center shaft is spinning inside the sleeve, put the other bolt back in and snug it up, then use an impact (electric or air) and try to get the tight one loose.
