Primary Bolt 85 ft/lbs loosen then 43 ft/lbs
Primary clutch cover 10 ft/lbs
Secondary Bolt 45 ft/lbs
Secondary width adjustment bolts 86.4 in/lbs

and Primary Bolt 85 ft/lbs loosen then 43 ft/lbs , does this mean torque it on cause it was pulled off then loosen and torque to 43?

There are 8 or 10mm bolts on the backside of the secondary that are used to adjust the deflection of the belt by adding or removing washers. Those are the 86.4 in/lbs
Yes tighten the primary bolt to 85 ft/lbs then loosen it up and re torque to 43 ft/lbs
The cover on the primary clutch has 6 small bolts that are tightened to 10 ft/lbs.
