The two wires leading to the accessory plug-in, one is white with a black stripe, the other is green with black dashes. Which one is power and which is ground?
I tried using a test light but I can't get it work. Does the engine have to be running for power to be there or just ignition on?

Yes, the engine has to be running for there to be power there. Green is the ground. If you are checking for power, beneath the right side panel there is a 3A fuse to the aux. DC jack.
