It looks pretty good shape overall

We live in rust belt the dexter torsion axel is quite rusty could it be sanded and painted or avoid?

If I were looking to purchase that trailer based on age alone I would replace the entire axle/wheel assy.Its due ,Dexter now has galvanized axles

probably be fine for a year or 2 if it does not have big pits or flakes. watch where they bolt to the frame as there can be issues there. seen ones without rust fail from overloading.
