Need more help on 03 rx1 hand warmers

So I have replaced both hand warmers, switches, tried 3 cdi boxes, checked fuses, relays, the harness for rubbed thru wires etc. There is very little voltage at the power source it seems like, but I I tried 3 different did boxes nothing changed. What would be the next place to look?

all is in spec resistance wise on the grips? they do not put out a lot at idle and this is why rock's hot hands kit is so popular.

Yes in spec, now when I touch the hot and ground it I get voltage, but when I touch the hot and the ground coming out of the plug I get nothing?
