There's a bunch of different ways;
1) normal wood bits - makes a scraggly hole, but that gets covered by the stud and backer plate.
2) hole punch - makes a clean hole;
3) MELT through - stinks like all hell, but this is probably the best way to do it since it seals the rubber and cord together. To do this use an appropriatly sized shaft (maybe a screwdriver), and a regular plumbing torch to make it hot.

- Which one? I have 6
GO TO THE LOCAL SNOWMOBILE ACCESSORY STORE AND GET YOURSELF A WHOLE CUTTING BIT. THAT WILL CUT THROUGH THE TRACK AND MELT THE CORDS AND RUBBER AS WELL. IF YOU USE A REGULAR DRILL BIT YOU RUN THE RISK OF PULLING AND DAMAGING THE CORDS IN THE TRACK(NOT RECOMENDED).

i like the melting one...
how long does that take and how much butane will it take (not that it matters, just wondering)

Plumbing torch runs on PROPANE. Butane torches are toys and aren't nearly enough power for this job. One $1.20 portable tank and $8.00 torch will be way more than enough. If its not freezing it'll go pretty fast since you just poke the rod through the track. The nasty part is putting the shaft back into the flame when it cools down all covered with melted rubber.
I would caution you though.... make sure you have some kind of template to fit between the lugs to guide you. You can make something out of a strip (or a few strips for different patterns) of wood.

IMHO The one that is made for cutting holes in the track for studs is not very expensive and it is very fast to use, Just chuck it up in your drill and it is practically bing bing bing.
