Would graphic detail kits made for Apex/Attack fit the same year Vector? Was thinking of sprucing up a plain jane Black 09 Vector RS, but only see same year decals listed for Apex. Would they fit?

It depends on which graphics you're referring to. For example, if wanting to use the Apex shroud graphics on your Vector then yes, both the Vector and Apex use the same shroud part number8FP-77111-00-XX with the last two digits indicating paint color. But the other side panels between the two are not the same so their graphics may not work/fit on your Vector.
