Will not hook, even on grass

i got a 04 rx warrior rip saw track with 220 studs and all the thing wants to do is spin, doesnt even feel like the skis want to pick. now i was told to adjust my limiter straps, i have no holes its more like an eye hook with 2 nuts, 1 on each side to adjust it. now for more weight transfer do i tighten or losen them and what about the transfer rods?

Loosen the limiter straps to allow more weight transfer to the track and adjust the control rod nuts to allow more weight transfer.
