if you can connect using your browser disable passive ftp in internet explorer to do this go to tools|internet options|advanced and scroll down under browsing section just above http 1.1 settings and UNCHECK USE PASSIVE FTP
regular ftp clients should log in fine.

Either way, enabling passive ftp or disabling, it didn't work.

according to my server logs
anonymous [anonymous] (your ip) > 227 Entering Passive Mode (192,168,15,99,72,182)
everytime it was attempting a passive login. did you close all browser instances after disabling passive, then reconnect?
