My old 2005 would voluntary not latching the power relay if voltage under 11.9 volts after engine start. All this bragging about relays is caused (with reasons) by Apex stories i guess :-)

I would read the manual for that mm meter first. You at 20ma scale, so what you see is not ampere #, its miliamp.
At 130ma, don't blink an eye during summer then battery is empty. That's 6 days for a 20 ah unit.

There's a better, safer & easier solution for this.
Disconnect the tank vent and blow into it while cranking. That will push gas back into the pump. When those pumps run dry during off time, they need priming to go again.
