Clutch sticking binding, dismantle take spring out by hand move in and out should be smooth without any sticking, it could be this. Give it a try to rule out ,also look at rollers and weights for wear.
Why do people think the belt has to be 1/8 in above secondary? It doesn’t matter , belt deflection measured with straight edge clutch to clutch with ruler pushing down on belt ,measuring about 1 1/4 ,1/2 look in manual you don’t want squealing and track moving you’ll have wear.
