''00 grizzly rear shock preload issue

hey fellas, the hard/soft lever that adjusts my reAr shock preload seems to be stuck in the soft position....anyone else have this issue....I'm a newbie to these bikes I just bought it so bear with me....thanks

You can try taking the load off the shock or spring and see if that will allow it to turn.
