I recently installed my 136' skid and 16' wide 136' ripsaw. Im down about 200 rpms from last year. Should i gear down 1 or 2 teeth on the top gear to help the extra weight and rotating mass of the sled?

You can drop 2 teeth on the top, but I suggest adding to the bottom as its more efficient.
If you want stock 136" gearing, its 23/38, but stock gearing is ALWAYS too high.

What is the stock gearing on a 03 rx1 lazy? Im thinking about dropping just 1 on top.

24/38. WAAAAAY too high. 23/42 with overdrive or 24/42 without (or same ratios obtained through different combinations..)

Heres one for you LB what do you think of 23/38 with 8 tooth drivers? On a shorty. Keep in mind where I ride I dont need top end. 1.5 inch intense track.

Thats geared down nicely. Its a little lower than 23/42... about 2%.
