2010 vector clutching questions

What is the max RPM for a stock Vector? What is the max it can be without causing damage and is there a rev limiter?
What color springs and position are the stock for a 2010 vector
I bought it used and don't know if the previous owner did any clutching changes.
My new belt come out approx 3/4" shy of the outside of the primary, is this normal or should it come out more?
