Issue Just started..>ACTs like rev limiter..
Friends sled w/ 670 miles ran really good ..runs real strong till it hits 7900 and engine stops..then catchts it self..NO codes..starts well, idles fine..no missing..backfiring, Uses 87 ul. NO mods. Out of warranty.

A Common issue, b4 I send him to dealer? ($$$)

This is not common. I would check the wiring around the ECU. It sounds line the ECU's second revlimiter ~8K is kicking in. But, did you check TORS? It could be the throttle cable freeplay adjustment, also.
