While messing with the 12mm sway bar install I decided to see if everything was tight. I found side play in the bushings where they bolt to the bulkhead.
Is this normal or are the bushings shot. I have just over 4000 miles.

I would say that it is normal. I go through about 1 set every two weeks or so on the race sled. Ulmer racing made up sets to replace the stock ones with that will last longer.

i guess i shouldn't feel so bad , i noticed my 07 apex has severe play in the a-arm bushings, and i only had 440 miles on it at that point!

The stock plastic bushings have quite a bit of play. Almost concerning.
Allen Ulmer or Ulmer Racing has a oilite bushing kit that will tighten up that slop.
Rather easy to install.
