Another control Rod question

Since the control rod has oil seals does this mean that its supposed to be full of oil? Mine was very dirty inside, but had no oil in it. I have it all cleaned up and put oil in it just to see what it would do, and it felt like maybe it was supposed to have oil. No leaks, but not sure if it should be in there or not.

I don't think it's supposed to be full of oil. I had my control rod apart in the spring, but when I reassembled it, I slathered everything with low temp grease,

No oil, it is just a suspension coupling adjuster.
